The Ontario Power Authority (OPA) was established by the Ontario government in 2004. It is governed by an independent Board of Directors and reports to the Ontario Legislative Assembly through the Minister of Energy and Infrastructure. The OPA is licensed and regulated by the Ontario Energy Board.

The OPA is responsible for ensuring a reliable, sustainable supply of electricity for Ontario. Its key areas of focus are: Planning the power system for the long term, leading and co-ordinating conservation initiatives, ensuring development of needed generation resources, and supporting the continued evolution of the electricity sector.

The OPA is responsible for preparing the Integrated Power System Plan, which outlines what Ontario needs to meet its future electricity requirements. A cornerstone of this plan is conserving electricity ¾ using less of it and using it more wisely. Conservation is so important to Ontario’s electricity system, the current Plan includes an investment of $10 billion over 20 years for conservation. This includes $1.2 billion from 2008 to the end of 2010.

Recognizing the importance of conservation, the Ontario government has set a high target for reductions in electricity demand. The target represents about 75% of the expected growth in demand during this period, and is equal to taking one in five homes off the electricity supply grid.
